Customs Brokers help clear goods through Customs, ensure compliance with laws, arrange for payment of duties and taxes.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h2 class=\"wp-block-heading\">Legal Basis for Licensing<\/h2>\n\n\n\n<p>Under <strong>Section 77 of the Customs Regulations 1951<\/strong>, the Chief Commissioner of Customs may grant a Customs Broker License upon application. <strong>Under Section 184 of the Customs Act<\/strong>, such individuals are lawfully authorized agents to act on behalf of the owner in respect of the goods.<\/p>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-accent-5-color has-alpha-channel-opacity has-accent-5-background-color has-background is-style-dots\"\/>\n\n\n\n<div style=\"height:100px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-group alignwide is-vertical is-content-justification-stretch is-layout-flex wp-container-core-group-is-layout-353c4f5a wp-block-group-is-layout-flex\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h2 class=\"wp-block-heading\">Role of Customs Brokers<\/h2>\n\n\n\n<p>Customs brokers play a vital role in facilitating trade and ensuring compliance with PNG Customs Service requirements. They act as the key link between importers, exporters, and PNG Customs, with responsibilities that include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Navigate complex customs procedures with ease<\/li>\n\n\n\n<li>Avoid costly mistakes, penalties, or delays<\/li>\n\n\n\n<li>Seek expert knowledge of tariffs, laws, and trade requirements<\/li>\n\n\n\n<li>Save time and resource<\/li>\n<\/ul>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h2 class=\"wp-block-heading\">Licensing of Customs Brokers<\/h2>\n\n\n\n<p>To qualify, PNG Customs considers whether the applicant:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Meet a fit and proper person requirement (no serious offence of Customs offences)<\/li>\n\n\n\n<li>Successful completion of a PNG Customs-sanctioned Customs Broker Training program (Also be prepared to meet the cost of training)<\/li>\n\n\n\n<li>Demonstrate relevant experience or education in <strong>trade, logistics, or customs procedures.<\/strong><\/li>\n\n\n\n<li>Be a <strong>PNG Citizen<\/strong><\/li>\n\n\n\n<li>Have in possession at least two (2) professional references on their experiences in <strong>trade, logistics, or customs<\/strong> <em>(references that indicate you have at least served more than 12 months in trade, logistics or customs)<\/em><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-accent-5-color has-alpha-channel-opacity has-accent-5-background-color has-background is-style-dots\"\/>\n\n\n\n<div style=\"height:100px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-group alignwide is-vertical is-content-justification-stretch is-layout-flex wp-container-core-group-is-layout-353c4f5a wp-block-group-is-layout-flex\">\n<h2 class=\"wp-block-heading\">How to Apply<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Application Requirements for a Customs Broker License <\/h3>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<ol style=\"list-style-type:upper-alpha\" class=\"wp-block-list\">\n<li class=\"has-accent-5-color has-text-color has-link-color wp-elements-eea5491021851a699f08c514f3ab23e2\">To become a Customs broker, an <strong>Expression of Interest (EOI) letter<\/strong> should be submitted and be addressed to the Chief Commissioner of PNG Customs Service<\/li>\n\n\n\n<li class=\"has-accent-5-color has-text-color has-link-color wp-elements-1b3891c9ea9c25158402bb2c1b863e95\">Attach these required Documents with the EOI. The required documents include <em>PNG Customs Broker Training Examination Result &#8211; <strong>PASS ONLY<\/strong>, Personal Curriculum Vitae (CV), Police Clearance Certificate &#8211; Issued within the last 12 months.<\/em><\/li>\n\n\n\n<li class=\"has-accent-5-color has-text-color has-link-color wp-elements-663355dc078f75265fa24b80bd3a259d\"><strong>Two (2) Passport-Size ID Photos<\/strong><\/li>\n<\/ol>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>An internal assessment shall be conducted based on step A, B &amp; C. And based on the outcome of the assessment, if the person has passed the assessment and approved by Chief Commissioner to operate as a lawfully authorized agents, a Bank Guarantee is required, value of K50 000.00 undertaking in favor of the <em>Collector of Customs<\/em>.<\/p>\n\n\n\n<p>An annual License Fee &#8211; PGK1, 000.00 (or K500 for CBA members) is payable to the <em>Collector of Customs<\/em>. The license fee is non-transferable. If lodged during the year, the fee is at pro-rata rate of PGK83.33 per remaining month for new brokers.<\/p>\n<\/div>\n<\/div>\n\n\n\n<p>All documents are to be submitted to the \ud83d\udce7<a data-type=\"mailto\" data-id=\"mailto:CPD@customs.gov.pg\" href=\"mailto:CPD@customs.gov.pg\">Customs Compliance and Procedures Division<\/a>, specifically to the Licensing Section or it may also be directed straight to the office of the Chief Commissioner.<\/p>\n\n\n\n<p>Applicants who have completed broker training and received a certificate must apply for their license within three (3) years. Beyond this, period, they must complete another approved customs broker training.<\/p>\n\n\n\n<p>If PNG Customs refuses a license, written reasons will be provided. Applicants may appeal in writing within 30 days of notification. The appeal will be considered in accordance with Division XV of the Customs Act 1951.<\/p>\n\n\n\n<p>All applications are to be submitted to the \ud83d\udce7<a href=\"mailto:cal@customs.gov.pg\">Compliance and Licensing Section<\/a> &#8211; Compliance and Procedures Division.<\/p>\n<\/div>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-accent-5-color has-alpha-channel-opacity has-accent-5-background-color has-background is-style-dots\"\/>\n\n\n\n<div style=\"height:100px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-group alignwide is-vertical is-content-justification-stretch is-layout-flex wp-container-core-group-is-layout-353c4f5a wp-block-group-is-layout-flex\">\n<h2 class=\"wp-block-heading\">Fit and Proper Person Assessment and other Internal Customs assessments<\/h2>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<p>When assessing PNG Customs will consider:<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<ol class=\"wp-block-list\">\n<li>Whether an applicant is fir and proper person (Any criminal records including convictions and charges made by the court of law, age limit requirements, health considerations including serious medical conditions that may affect the applicant&#8217;s ability to perform the duties responsibly, such as mental health status.<\/li>\n\n\n\n<li>Any breaches in Customs Law such as involving dishonest behavior, fraud, smuggling, dealt with restricted and prohibited goods, or related offenses against customs laws within the last 5 years.<\/li>\n\n\n\n<li>Financial insolvency &#8211; Any history of bankruptcy proceedings or Applicants who fail to meet training cost, fails to meet up bank guarantee and annual license fee may not be offed a license.<\/li>\n\n\n\n<li>Proper record keeping system and internet system in place &#8211; whether the applicant operates from reputable premises, has electronic access to ASYCUDA, and can securely retain records for audit purposes.<\/li>\n<\/ol>\n<\/div>\n<\/div>\n<\/div>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-accent-5-color has-alpha-channel-opacity has-accent-5-background-color has-background is-style-dots\"\/>\n\n\n\n<div style=\"height:100px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-group alignwide is-vertical is-content-justification-stretch is-layout-flex wp-container-core-group-is-layout-353c4f5a wp-block-group-is-layout-flex\">\n<h2 class=\"wp-block-heading\">Brokers Training Assessment and Training Information<\/h2>\n\n\n\n<p>The Customs Brokers Training is delivered over a three-week period and consists if three modules, Tariff, Valuation and General Paper.<\/p>\n\n\n\n<p>At the end of each training week, participants are required to sit for an examination overall pass mark (determined by the Chief Commissioner) across all three modules combined. participants who do not meet this standard will not be considered to have passed the training.<\/p>\n\n\n\n<p>The PNG Customs Service conducts Customs Brokers Training as needed, based on the demand for new brokers within the industry. Training sessions are scheduled when there is a demonstrated need to ensure the industry is adequately supported by qualified customs brokers.<\/p>\n\n\n\n<p class=\"has-accent-background-color has-background\">Applicants may apply once a <strong>NOTICE <\/strong>is issued by PNG Customs Service through all media platforms.<\/p>\n<\/div>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-accent-5-color has-alpha-channel-opacity has-accent-5-background-color has-background is-style-dots\"\/>\n\n\n\n<div style=\"height:100px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-group alignwide is-vertical is-content-justification-stretch is-layout-flex wp-container-core-group-is-layout-353c4f5a wp-block-group-is-layout-flex\">\n<h2 class=\"wp-block-heading\">Key Responsibilities and Ethics of a Broker<\/h2>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<p>Customs brokers must uphold the highest standards of integrity and professionalism.
