Passenger Arrival: Step-by-Step
The arrival process is designed to be completed within 45 minutes from disembarkation. Please follow these steps:
- Complete Your Card: Fill out the Incoming Passenger Card (IPC) on the plane.
- Present for Assessment: Hand your completed IPC to the Customs Marshalling Officer as you exit. They will conduct an initial check.
- Proceed to Baggage: You may be asked brief questions as you walk to the baggage claim area.
- Baggage Inspection: Based on your declaration or the officer’s assessment, your luggage may be selected for inspection.
Aircraft Arrival Procedures (For Airlines & Crew)
Airlines must provide flight notices at least three hours before arrival. Upon landing, the crew must present the following documents to the Customs Boarding Officer:
- General Declaration (Form 11)
- Passenger & Cargo Manifest
- List of Aircraft Stores (if the aircraft is continuing to another airport within PNG)
- Articles in Possession (Form G17)

Personal Allowances for Arriving Passengers
You can bring the following items for personal use without paying duty:

Information for VIP Passengers
All VIPs are required to comply with standard arrival procedures, including health checks, holding a valid passport, and completing an Incoming Passenger Card. Baggage may still be examined for specific reasons or at random. No exceptions are made for goods subject to Quarantine control.
